They discovered it was easier to hurt the people around the spy than it was to directly go after the spy. But how to hurt them? Too much (killing a wife or a daughter) would send the spy into a rage and make matters worse. Too little and the spy would relocate his family and become even more paranoid. Then a breakthrough was made: a spy needs confidence to operate successfully in field. To humiliate the spy the agency would seduce and degrade the spy's wife.
